A FORMER toilet block, gallery, soft play facility and education centre in Kelso is in the frame for yet another change of image.
The Knowes education centre was originally constructed as a toilet block and was granted change of use in 1999 to convert it to a soft play.
The detached building is located within the Knowes car park adjacent to the Abbey Row Centre, graveyard and Kelso Old Parish Church.
In 2016 there was a further conversion granted when the building was changed from a gallery to an office/educational centre.
Now Scottish Borders Council (SBC) has rubber-stamped a new application from James Walker, of Focal Point Furniture at 54-58 Horsemarket in Kelso, for its latest conversion to a picture framing unit.
In his report approving the application, SBC assistant planning officer Euan Calvert states: “The proposed change will help maintain the vitality and viability of the town centre.
“There are no objections to this proposed change of use from any neighbours or roads planning.
“The property is owned by the council and is assumed to be supported by colleagues in economic development.
“There would be no external or internal alterations to the building requiring planning consent. No signage, advertising or illumination has been proposed. There would be no impact on the character or appearance of the Conservation Area.”
